Police on Monday arrested a man in connection with five alleged incidents of indecent exposure and harassment near PHiladelphia University in East Falls.

George Tobin, 40, of the 7100 block of Keystone Street in Tacony, is charged with two counts each of harassment by lewd or threatening language and conducting an obscene gesture and one count each of indecent exposure, open lewdness and harassment by subjecting others to physical contact.

Tobin allegedly approached one woman on Thursday, April 18 and four other women on Monday, April 29.

Police said he asked the victims, all of them between the ages of 18 and 26, inappropriate questions and, during at least one incident, exposed himself.

Investigators previously said the suspect drove a green Jeep Liberty.

Tobin was arraigned Monday evening and bail was set at $5,000.

He is next due in court for a trial on May 9.

Tobin has a long rap sheet – the suspect in 2010 was handed down a six to 12 month jail sentence in Chester County after pleading nolo contendre to stalking by repeatedly communicating to cause fear, according to court documents.

He previously received a year of probation in Northumberland County after in 2009 pleading guilty to harassment by lewd or threatening language.

Tobin served several stints in jail in Philadelphia during the late 80s through the mid-90s after pleading guilty several times to similar charges, records show.
