One young man has been banned from a Magnolia housing development after he and a resident allegedly went on a drunken vandalism rampage early Friday morning.

Delaware State Police said troopers responded shortly before 5 a.m. to a report of two men trespassing in the Woodfield Development.

The men allegedly got drunk on beer, then wandered through the neighborhood, removing property from at least 11 people’s yards. Investigators said the suspects stacked all of the stolen items on the lawn of a 43-year-old victim on the 100 block of Glenn Forest Drive.

The duo then allegedly stole a hose from the house, connected it to the victim’s gas tank and turned on the water.

Police said the two men were in the process of “constructing a homemade incendiary device” when officers arrived, thwarting their alleged plans.

Responding officers said they tried to stop two white males they saw walking along Sunny Meadow Drive, but the men ran away.

The suspects – who police identified as Philip Johnson-Bevins, 20, and Kyle Barnes, 17 – were discovered in Barnes’ nearby home on Winding Wood Drive.

Both men were arrested and charged with nine counts of criminal trespassing, three counts of theft under $1,500 and one count each of third-degree conspiracy, second-degree attempted reckless endangerment and underage consumption of alcohol.

Johnson-Bevins was released on a $4,000 unsecured bond and was issued a no-contact order with the development of Woodfield.

Barnes was released on a $4,400 unsecured bond and, because he lives in the neighborhood, was instead issued a no unlawful contact order with the victims in the Woodfield development.
