License of cabbie who severed woman’s leg in Midtown crash to be suspended

The city’s Taxi and Limousine Commission plans to suspend the license of the cab driver who jumped a curb on Sixth Avenue and hit a woman, severing part of her right leg.

Sian Green, 23, was visiting the city from England when a cab veered onto the Midtown sidewalk where she was standing at 49th Street. Part of her right leg could not be reattached following the accident.

Two other people, including a cyclist, were injured in the crash, police said.

The driver, M.D. Himon, was not hurt.

A TLC spokesman said they began the process of suspending Himon’s license Wednesday for a pattern of other moving violations that occurred before Tuesday’s crash.

Police said the investigation is ongoing but charges against Himon are still possible.

Investigators are collecting surveillance footage from around the area.

Police said the cyclist who was injured tapped on Himon’s taxi window to tell him to slow down. Instead, Himon sped up and swerved onto the sidewalk.

Bystanders fashioned a tourniquet from a belt for the woman after the crash. NBC’s Dr. Oz, who works at Rockefeller Center, came outside to help.

After the crash, the driver was issued a summons for being an unauthorized driver, and the owner of the taxi received an unauthorized driver summons displaying incorrect information regarding rates.
