There actually are fewer broken windows in New York these days. The Census Bureau counted 23,500 broken out of five million homes in 2009, compared with 156,900 six years earlier. The “broken windows” theory was touted by former Mayor Rudy Giuliani as a way of cleaning up the city: Cutting down on vandalism can deter more serious crimes like murder.
