A cab driver shot twice by an off-duty Nassau County police officer Sunday morning claimed in court yesterday he was a victim of police brutality. According to Thomas Moroughan two officers were driving recklessly in two separate unmarked cars when he pulled his taxi behind them on Oakwood Road and confronted them. Moroughan returned to his taxi when one of the officers fired his off-duty weapon into his car.
