NEW YORK. Mayor Michael Bloomberg released the Mayor’s Management Report yesterday, providing stats on how various city agencies performed during Fiscal Year 2010. For the most part, the report shows key services have been maintained and sometimes improved despite budget cuts, but some crime — like murder and rape — seem to be on the upswing. It also details 311 complaints: Noise continues to be the most frequent problem (66,227 inquiries).
