Police are seeking the public’s help in locating family members of one of the four mentally-disabled people found chained to a basement boiler Saturday.
Herbert Knowles, 40, has the mental capacity of a 10-year-old and may be from the state of Virginia. He was found around 10:40 a.m. Saturday with three other people locked in an apartment building heater room on the 4700 block of Longshore Avenue in Tacony.
Knowles was malnourished and evaluated at Frankford South Hospital.
