BROOKLYN – A 17-year-old teen is in critical condition after he was struck by a car while crossing the street Monday night in Dyker Heights. Tomorrow is the first day a new law goes into effect that may land drivers up to a year in jail if they hit or kill pedestrians or cyclists.
