A 29-year-old Toronto native was arrested at a Downtown Eastside homeless shelter Wednesday in connection with a sexual assault along the seawall near the Plaza of Nations.
Police were called to the shelter on East Hastings Street after receiving an anonymous 911 call that a man matching the suspect’s description was staying there, said Const. Lindsey Houghton.
James Frank Shalagan faces one count of sexual assault after a woman who was walking her dog in the evening of March 23 was groped from behind.
“Kudos to the media and the public for stepping forward (in this case),” Houghton said.
“We were fortunate enough to get some very good surveillance video and we firmly believe this suspect committed the crime.”
Houghton said Shalagan is known to Vancouver police and has outstanding warrants in the Toronto area.
