Mayor Mike Bloomberg and the Taxi & Limousine Commission set up a sting this winter: 100 TLC employees and student volunteers asked cabbies for rides to the outer boroughs. And 2,887 cabbies refused. See the video below of cabbies and their excuses for why they can't travel to Brooklyn or -- God forbid -- Queens.
