After he callously ate pretzels as she tried to tell him that a colleague had raped her, Elizabeth Crothers did not hold back slamming Assembly Speaker Sheldon Silver in interviews two years later, when it was revealed that the same colleague who raped her had raped another young woman. The speaker's office apparently sent Crothers a threatening letter in an attempt to shut her up when she started granting interviews vilifying him and her accused rapist, Assembly lawyer Michael Boxley, <a title="NYDN" href="http://www.nydailynews.com/news/politics/staffer-threatening-letters-sheldon-silver-pals-article-1.1352231?localLinksEnabled=false" target="_blank">she told the Daily News</a>.

The threatening letter was sent to her attorney from top assembly lawyer William Collins and appeared to suggest she would be trashed in the press if she did not back off.

The lawyer's letter accused Crothers of lying, and said the interviews she had been doing waived her right to confidentiality under the assembly's sexual harassment policy. [related tag ="vito-lopez"]

“I am compelled to conclude that Ms. Crothers has chosen to waive whatever protections would otherwise be afforded her by the confidentiality provisions ... of the assembly’s sexual harassment policy,” Collins wrote in the June 30, 2003, letter, according to a copy obtained by the Daily News.

Assembly spokesman Michael Whyland reportedly dismissed the letter as “old communications."

Boxley, the accused rapist, is still in Silver's inner circle and reportedly played an integral role <a title="Vito Lopez scandal remains an issue for Sheldon Silver" href="http://www.metro.us/newyork/news/2013/05/20/sheldon-silver-vito-lopez-scandal/" target="_blank">in the confidential settlement</a> arranged by Silver's office with two women who reported being sexually harassed by former Assemblyman Vito Lopez.

While plenty of city politicians have recommended Vito Lopez stop his campaign for City Council, <a title="Bloomberg: Vito Lopez should not run for City Council" href="http://www.metro.us/newyork/news/2013/05/22/bloomberg-vito-lopez-should-not-run-for-city-council/" target="_blank">most recent among them being Mayor Michael Bloomberg</a>, one City Councilmember has decided it's time to take action. [related tag ="vito-lopez"]

Queens Councilman Peter Vallone is calling for city and state lawmakers to cut funding to the Lopez-controlled Ridgewood Bushwick Senior Citizens Council, "unless Vito's cronies step away from that organization and we get a pledge from Vito not to run."

Lopez recently resigned from the Assembly in disgrace, after the ethics committee produced a <a title="ethics report" href="http://www.legethics.state.ny.us/sites/default/files/documents/files/JCOPE-127%20Report%20REDACTED.pdf" target="_blank">68-page report</a> detailing sexual harassment allegations made against him by his female staffers. They ranged from staffers contracting pink-eye after being instructed to apply eye drops to Lopez's infected eyes, to a female staffer being scratched "by one of Lopez's jagged fingernails" when he tried to push his hand up her inner thigh.

"A lot of people are saying that Lopez should not run, but no one is discussing the power base that he has in that district that allows him to run and be a viable candidate," Vallone explained. [related tag ="election-2013"]

In the most recent campaign finance filing period, $1,700 of Lopez's contributions <a title="Capital" href="http://www.capitalnewyork.com/article/politics/2013/05/8530111/looking-ahead-vito-lopezs-vigorous-council-campaign" target="_blank">came from employees of the Ridgewood Bushwick Senior Citizens Council</a>.

Vallone also noted that the housing division of the organization is <a title="Lopez's girlfriend" href="http://www.crainsnewyork.com/article/20130520/BLOGS04/130529985" target="_blank">run by Lopez's girlfriend</a>, and it has consistently been peppered with his hand-picked friends and political allies.

A New York Times report last year noted that the Council's offices close every Election Day <a title="NYT" href="http://www.nytimes.com/2012/09/05/nyregion/assemblyman-lopez-is-a-fierce-politician-who-tolerates-no-dissent-associates-say.html?pagewanted=all&amp;_r=1&amp;" target="_blank">so that employees can vote for Lopez and his chosen candidates</a>.

"This Ridgewood Bushwick Senior Citizens Council has for a long time been controlled by Vito and his cronies, and they need to go," Vallone said. "Once they're gone, once there's a pledge for Vito not to run, then I think people can discuss whether to fund that group or not." [related tag ="corruption"]

"But until then, nobody in government should do anything to help him run and abuse other women."

Councilmember Erik Dilan, who had several member items for RBSCC in last year's budget, declined to comment for this story.

Another steady supporter of RBSCC with member items for the organization in last year's budget, Councilmember Domenic Recchia, did not respond to a request for comment.

Councilmember Stephen Levin, who once worked for Lopez and also had several member items for the organization in last year's budget, put out a statement this weekend saying he believes Lopez should "voluntarily step down." [related tag ="brooklyn"]

But Levin said today that he would not support a plan to cut or withhold funding from RBSCC to put pressure on Lopez to drop out of the race.

"The truth is they provide good services," Levin said, noting the work the organization does with youth programs, homelessness prevention, and seniors. "And so I don't think that it's appropriate to allow politics to dictate what programs get funded in that way."

Vallone conceded that "the organization apparently does some good work." [related tag ="peter-vallone"]

"But so did some other organizations that were controlled by slimy elected officials," Vallone said. "As with most villains, you have to go after the power source."

Vallone wants to show voters that Lopez would be impotent on the Council, only harming his districts as legislators refuse to work with him.

"[RBSCC] unfortunately makes him a viable candidate," Vallone said. "I've been wondering for a while why this organization, why Vito's power base, has been unmentioned and untouched."

Lopez's competitor in the City Council race, Antonio Reynoso, <a title="Politicker" href="http://politicker.com/2013/05/vito-override-disgraced-politician-ponders-a-second-act/" target="_blank">noted to Politicker</a> that while Lopez's political allies outside of Ridgewood Bushwick may be falling away, he still maintains influence in that neighborhood. Even after the ethics report outlining the abuse allegations female staffers made against Lopez, community members are apparently still standing behind him.

"Who knows if it was just someone making up lies?" one resident told Politicker.

"I don't believe that's true," said another Ridgewood Bushwick resident of the sexual abuse allegations. "I don't care what anyone says."

The ethics report details, among others, an incident with a female staffer who Lopez coerced into massaging his hand. When the staffer began to cry, Lopez responded by saying, "I like that you're holding my hand." The young woman cried harder. The whole exchange occurred immediately after the staffer told Lopez she was raped in college and he responded by asking her if she "felt guilty." He got her to massage his hand after telling her he "really believe[d] in her work" but wanted her to show more "intensity" and be more "adventurous."

Ultimately, Vallone said he does not want a colleague who could potentially do with female staffers in the Council what <a title="ethics report" href="http://www.legethics.state.ny.us/sites/default/files/documents/files/JCOPE-127%20Report%20REDACTED.pdf" target="_blank">the report</a> said Lopez did with women who worked for him in the Assembly.

"He clearly does not understand that what he did was wrong, and he'll do it again if you give him power," Vallone warned.

<p>Even after the ethics report outlining the abuse allegations female staffers made against Lopez, community members are apparently still standing behind him.</p>
<p>&#8220;Who knows if it was just someone making up lies?&#8221; one resident told Politicker.</p>
<p>&#8220;I don&#8217;t believe that&#8217;s true,&#8221; said another Ridgewood Bushwick resident of the sexual abuse allegations. &#8220;I don&#8217;t care what anyone says.&#8221;</p>
<p>The ethics report details, among others, an incident with a female staffer who Lopez coerced into massaging his hand. When the staffer began to cry, Lopez responded by saying, &#8220;I like that you&#8217;re holding my hand.&#8221; The young woman cried harder. The whole exchange occurred immediately after the staffer told Lopez she was raped in college and he responded by asking her if she &#8220;felt guilty.&#8221; He got her to massage his hand after telling her he &#8220;really believe[d] in her work&#8221; but wanted her to show more &#8220;intensity&#8221; and be more &#8220;adventurous.&#8221;</p>
<p>Ultimately, Vallone said he does not want a colleague who could potentially do with female staffers in the Council what <a title="ethics report" href="http://www.legethics.state.ny.us/sites/default/files/documents/files/JCOPE-127%20Report%20REDACTED.pdf" target="_blank">the report</a> said Lopez did with women who worked for him in the Assembly.</p>
<p>&#8220;He clearly does not understand that what he did was wrong, and he&#8217;ll do it again if you give him power,&#8221; Vallone warned.</p>

Mayor Michael Bloomberg thinks former state Assemblyman Vito Lopez should retire from politics.

Bloomberg said he believes Lopez should not run for City Council given the sexual harassment allegations that forced the assemblyman to resign, <a href="http://www.nypost.com/p/news/local/bloomberg_pack_it_in_vito_NbtzhxNkx2F6CtqEcWIWAN">the New York Post reports. </a>

“I do not think he is the kind of person we want in the City Council based on what’s reported about his actions,” Bloomberg said.

Lopez resigned on Monday, but the once powerful Brooklyn politician said he plans to run for City Council.

The mayor and Lopez had a close relationship in the past, the Post reports. Bloomberg sought Lopez's help when he needed to persuade Brooklyn council members to allow him to extend term limits.

The relationship changed when the Department of Investigation released a report in 2011 detailing shady practices at the Ridgewood Bushwick Senior Citizens Council, a nonprofit founded by Lopez, the Post writes.]]></description>

As Vito Lopez resigned from the state assembly amid a sexual harassment scandal Monday, Assembly Speaker Sheldon Silver proposed sweeping changes to sexual harassment policies <a href="http://www.metro.us/newyork/news/local/2013/05/20/sheldon-silver-vito-lopez-scandal/">amid mounting criticism</a> of the way he'd handled the affair.

Silver announced plans to create an independent investigator to look into all sexual harassment complaints reported to the assembly, <a href="http://www.nypost.com/p/news/local/shel_ban_sex_hu_v7dZXKBhi3ON83xvxqAeII">the New York Post reports. </a>

Secret settlements — like the one Silver approved for two of Lopez's accusers last year — would be banned, according to the proposed changes, and all sexual harassment complaints must be reported immediately.

The proposals come as women's groups, government watchdog organizations and others have called for Silver's resignation. According to a report by the Joint Commission on Public Ethics released last week, Silver's staff failed to refer initial sexual harassment allegations against Lopez to an ethics committee. A special prosecutor who cleared Lopez of criminal charges due to a lack of evidence said what he found in the investigation was "alarming," and that the way the assembly's leadership handled the allegations encouraged Lopez to continue with his inappropriate conduct.

Calls for investigation into Silver have developed into calls for a coup, as women's groups, government watchdog organizations, and newspaper editorial boards across the state rail against the Speak.

Thursday's New York Post covered featured the Speaker with Lopez under the headline "Dirty Old Men." Silver is being criticized for arranging a confidential settlement with staffers who filed sexual harassment complaints against Lopez.

Assemblyman Micah Kellner, running for City Council, <a title="NYT" href="http://www.nytimes.com/2013/05/20/nyregion/as-lopez-is-set-to-resign-scrutiny-of-silver-continues.html?ref=nyregion&amp;_r=0" target="_blank">told the New York Times</a> the investigation into the confidentiality agreement needs to include "who proposed it, who wrote it, and who required it."

Lopez was cleared of criminal charges, but a 68-page report by the New York State Joint Commission on Public Ethics <a title="politicker report" href="http://politicker.com/2013/05/yikes-the-ten-worst-allegations-against-vito-lopez-in-ethics-report/" target="_blank">detailed shocking behavior</a>.

Lopez reportedly pushed his hand "all the way up" the inner thigh of an employee, and two others contracted pink eye after consenting to apply eye drops to Lopez's infected eyes. At a bar in Brooklyn he apparently grabbed the hand of an employee, and squeezed harder when she tried to pull away. She began to cry and he forced her to count to sixty before releasing her.

He also made a staffer massage his hand after asking her if she "felt guilty" about being a victim of sexual assault in college. While she cried, he said, "I like that you're holding my hand."

A <a title="NYP" href="http://www.nypost.com/p/news/local/item_HhD01TkO90cA4cyMyRMIMM?utm_medium=rss&amp;utm_content=Local" target="_blank">recent New York Post report</a> stated that state government corruptions costs taxpayers at least $49,710,630.64. According to The Post, that amount of money could fund two new schools, 100 new fire trucks, or the New York Islanders.

The Post noted that the Lopez settlement cost taxpayers $103,000.

Past attacks against Silver have not been successful. Over a decade ago, Syracuse Assemblyman Michael Bragman <a title="NYT 2000" href="http://www.nytimes.com/2000/05/23/nyregion/failed-coup-in-assembly-leaves-speaker-standing-but-wounded.html" target="_blank">attempted to overthrow Silver</a> as Assembly Speaker, and Silver immediately took away Bragman's title as majority leader. Silver's allies crushed Bragman without Silver ever emerging from his office to come to the floor to defend himself.

A source apparently told <a title="NYDN cuomo source" href="http://www.nydailynews.com/new-york/cuomo-special-election-lopez-seat-article-1.1348540?localLinksEnabled=false" target="_blank">the Daily News</a> that Governor Andrew Cuomo is leaving Lopez's seat vacant until a primary can be held in September, in order to prevent Lopez from being able to exert any control over his replacement in a special election.

State Assemblyman Vito Lopez is set to resign Monday morning after an ethics report detailing sexual harassment allegations against him led Assembly Speaker Sheldon Silver to take steps to expel the assemblyman. But as Lopez prepares to leave office, Silver is facing mounting scrutiny for secretly approving a settlement with two women who accused Lopez, <a href="http://www.nytimes.com/2013/05/20/nyregion/as-lopez-is-set-to-resign-scrutiny-of-silver-continues.html?ref=vitojlopez">the New York Times reports. </a>

The report released last week by the Joint Commission on Public Ethics found that Silver and his staff failed to refer the initial allegations against Lopez to the ethics committee. And a separate report by Staten Island District Attorney Dan Donovan suggested that the way Silver's staff handled the allegations encouraged Lopez to continue with his inappropriate conduct.

The state Republican Party and several Assembly Republicans have called for Silver's resignation, the Times reports. Women's groups and government watchdog organizations have also criticized the speaker. No prominent Democratic elected officials have called for Silver to step down.

“The speaker has said from the start that we have made serious mistakes in the way this was handled, although we believed at the time we were acting according to the wishes of the victims,” a spokesman for Silver wrote in an email to the Times. “We will be discussing with members important changes so these mistakes will not be repeated.”

The allegations against Lopez first became public last August. Anger towards the assemblyman intensified after last week's report, which contained graphic details of how Lopez sexually harassed at least eight female staffers. He told the women to massage him, wear low-cut blouses and miniskirts, stay overnight with him to "cuddle" and other requests. Gov. Assemblyman Vito Lopez will resign in June, according to news reports.

But his promise to step down at the end of the session only ignited more calls for him to leave  -- immediately.

The move comes after Assembly Speaker Sheldon Silver said he would <a href="http://www.metro.us/newyork/news/local/2013/05/17/sheldon-silver-to-recommend-expulsion-of-vito-lopez/" target="_blank">recommend expelling Lopez</a> from the legislature.

Lopez was censured last year after sexual harassment allegations surfaced. This week, a new report detailed his alleged behavior, including accounts of incidents with multiple women who worked for him. The report detailed asking staffers to give him massages and wear revealing clothing, among other requests.

Many have criticized Lopez as well as other lawmakers' actions regarding him, including reported secret settlements after the allegations.

Gov. Andrew Cuomo said today that the situation required "a zero tolerance policy."

"We must now send a clear message that this behavior is not tolerated," Cuomo said. "Vito Lopez should not spend another day in office, let alone a whole month. He should resign effective immediately and if he does not, he must be expelled." [related tag="vito-lopez"]

The National Organization for Women released a statement saying he should be expelled immediately "to ensure a sexual predator is removed from office."

"Sexual predators should not be casting votes on legislation that impacts women's lives," the group said.

And city officials said he will not have an easy time running for City Council. The Speaker, Christine Quinn, told the Times his candidacy was "one of the most offensive things I have ever seen happen in New York City politics."

His rival Council candidate,  Antonio Reynoso, added,  "Vito Lopez clearly does not deserve to hold public office."]]></description>

New York State Assembly Speaker Sheldon Silver announced Thursday night that he would take steps to recommend the expulsion of State Assemblyman Vito Lopez after a scathing report detailing sexual harassment allegations against Lopez was released on Wednesday.

Silver said Thursday that he would introduce a resolution on Friday asking the Assembly's Ethics and Guidance Committee to "recommend appropriate sanctions including expulsion" against Lopez, <a href="http://www.nytimes.com/2013/05/17/nyregion/cuomo-urges-lopez-to-resign-over-allegations.html?ref=nyregion&amp;_r=0">the New York Times reports. </a>

The announcement comes after Silver, a Manhattan democrat, himself has been under attack for his handling of the allegations following the Joint Commission on Public Ethics' report and a separate report by Staten Island District Attorney Dan Donovan.

With Silver's approval, the Assembly's leadership secretly settled two sexual harassment allegations against Lopez and failed to refer the cases to an ethics committee for investigation, the Times reports.

Lopez has maintained his innocence. He was re-elected last year after the allegations first became public, and he has been eying a City Council run.

But the lengthy JCOPE report released this week has stirred more anger towards the assemblyman. Gov. Andrew Cuomo said on Thursday that he believes Lopez should be expelled if he does not resign.

According to the report, Lopez demanded female staffers to massage him, send him flirtatious text messages, wear revealing clothing and stay overnight in hotel rooms with him.

On the same day that a special investigator announced that State Assemblyman Vito Lopez will not face criminal charges over allegations that he sexually harassed female staffers, the New York State Joint Commission on Public Ethics released a 70-page report containing graphic details of the assemblyman's alleged abused, and how he got away with it for so long.

Lopez forced his hands up one woman's legs, the report revealed. He told the women to wear low-cut blouses, miniskirts and high heels. He tried to persuade some of the women to stay overnight with him in hotel rooms. And he forced one woman to rub his hand even as she cried because she told him she had been raped in college, <a href="http://www.nytimes.com/2013/05/16/nyregion/vito-lopez-accused-of-harassment-will-not-face-charges.html?pagewanted=2&amp;_r=0&amp;ref=nyregion">the New York Times reported. </a>

The report also detailed how the assembly's leadership protected Lopez from public scrutiny amid the sexual harassment allegations. Assembly Speaker Sheldon Speaker's staff members failed to investigate or refer the allegations to the assembly's ethics committee, the Times reports.

The report was released shortly after Staten Island District Attorney Dan Donovan said Wednesday that Lopez would not be charged over sexual harassment allegations following a months-long investigation because there was not enough evidence to prove "a chargeable crime was committed within the confines of Kings County."

<p>The report was released shortly after Staten Island District Attorney Dan Donovan said Wednesday that Lopez would not be charged over sexual harassment allegations following a months-long investigation because there was not enough evidence to prove &#8220;a chargeable crime was committed within the confines of Kings County.&#8221;</p>
<p>Donovan said, however, that &#8220;what we found is certainly alarming.&#8221; He said the way in which assembly leaders handled a confidential settlement with women in a separate incident encouraged Lopez to continue with his inappropriate conduct.</p>

State Assemblyman Vito Lopez, who is accused in a sexual harassment scandal, is expected to escape all criminal charges against him, <a href="http://www.nypost.com/p/news/local/brooklyn/gropez_set_to_get_off_HPBAF9rj7Hy6BcFx2pVo4I">the New York Post reports. </a>

The prosecutor in the trial will announce Wednesday that there was not enough evidence to charge Lopez, sources told the Post. The assemblyman is accused of groping young female staffers.

The scandal, which became public last summer, also revealed that State Assembly Speaker Sheldon Speaker authorized a settlement of more than $100,000 in taxpayer money with two other women who made previous allegations against Lopez.

Lopez remains in the assembly, but was forced to step down as Brooklyn's Democratic Party leader. The assemblyman held a fundraiser last month for a possible City Council run.

National Organization for Women president Sonia Ossorio blasted Lopez today, saying he should be expelled from political office, now and in the future.

"The Assembly engaged in a shameful cover-up at great expense to all women who live and work in New York State," she said.  "Despite the fact that no criminality was found, Mr. Lopez is clearly unfit for office."]]></description>

The New York State Legislature has sent a letter to the Joint Commission on Public Ethics demanding that any mention of Speaker Sheldon Silver's office be removed from an investigative report into sexual harassment allegations against Assemblyman Vito Lopez, <a title="NYTimes letter" href="http://www.nytimes.com/2013/05/09/nyregion/in-a-letter-state-lawmakers-demand-edits-to-sex-scandal-report.html" target="_blank">the New York Times reported</a>.

The letter states that the inquest into the role played by Silver's office is outside of the jurisdiction of the ethics regulators.

Following the public outing of the Lopez scandal last summer, Silver admitted he authorized a settlement with other women who had made allegations of sexual harassment by Lopez.

Silver has previously called for the release of the report in full, which his spokesman repeated following the release of the letter.

According to the Daily News, the report "eviscerates" Lopez, and also does not reflect well on Speaker Sheldon Silver, who became entangled with the issue over a $103,000 settlement given to two female staffers who accused Lopez of harassment. The report allegedly does not say that Silver or his staff committed any ethical or criminal violation.

The report also allegedly describes new or worse instances of <a title="NYTimes: Ethics Panel Report on Lopez Sexual Harassment Scandal Is Withheld" href="http://www.nytimes.com/2013/02/27/nyregion/ethics-panel-report-on-lopez-sexual-harassment-scandal-is-withheld.html?src=twr" target="_blank">inappropriate touching</a> by Lopez, according to the Times, though it is not clear if those details are grounds for criminal charges or simply unsavory.
