State Department to honor NYPD for work in Haiti

Police Commissioner Ray Kelly will receive the U.S. Secretary of State’s “Excellence in Criminal Justice Assistance Award” tomorrow ”in recognition for the Department’s exemplary contributions to the State Department’s efforts to strengthen the rules of law and enhance U.S. diplomacy in Haiti.”

Kelly has sent 12 deployments of NYPD officers to Haiti since 2010, including 68 creole-speaking officers for training and mentoring in conducting investigations, anti-kidnapping strategies, and general policing support. The costs to the NYPD were reimbursed by State Department.

“The NYPD’s efforts have promoted the rule of law and improved Haitian National Police capacities in areas such as patrol and investigations,” the State Department said.

It is the first time the award has been given solely to the NYPD.

Kelly headed the State Department’s International Police Monitors program in Haiti in 1994-1995. IPM was a international police force made up of officers from 20 nations, and has been credited with cutting human rights abuses by Haitian police and establishing an interim force when foreign powers, among them the United States, ousted the former military dictatorship in power in Haiti.

The Atlanta Police Department, Chicago Police Department, New Mexico Corrections Department, Colorado Department of Corrections, the Delaware Attorney General’s Office, the Department of Justice’s International Criminal Investigative Training and Assistance Program and the Law Library of Congress will also be honored for ”their contributions to building the capacities of foreign criminal justice personnel.”
