Former Secretary of State Hillary Rodham Clinton will receive the 2013 Liberty Medal during a presentation at the National Constitution Center Tuesday, which will feature one potential 2016 presidential candidate presenting the award to another.

Former Florida Governor Jeb Bush, a republican, will present Clinton, the former First Lady of United States, a democrat, with the prestigious award. Both have been linked to possible Presidential runs in 2016.

The Liberty Medal, which will be presented for the 25th consecutive time, will be awarded to Clinton in recognition of “her lifelong career in public service and her ongoing advocacy efforts on behalf of women and girls around the globe,” according to a statement from the Constitution Center.

A newly formed conservative group, dubbed the Independence Hall Foundation, announced last week that it will crash the party to criticize both the Constitution Center and Bush for presenting Clinton with the medal.

The group plans to hold a press conference on the Independence Mall lawn at 4:30 p.m. in which members will announce it’s inception and award its own medal – the 2013 Defender of Liberty Medal – to whom it deems a worthy recipient.

Teri Adams, a founder of the new group, said in a news release that awarding Clinton the Liberty Medal on the eve of the anniversary of the attack on the U.S. diplomatic post in Benghazi, Libya, in 2012 is disconcerting.

“To present Ms. Clinton with this award on the eve of the first anniversary of the Benghazi Embassy attack is an affront to American Ambassador Chris Stevens and the three servicemen who lost their lives,” Adams said.

The group, which claim to honor “Independence Hall as the physical and symbolic foundation of the American nation,” says it seeks to “Promote the ideals of the United States as embodied in its founding documents–the Declaration of Independence, the U. S. Constitution, and the Bill of Rights.”

Previous recipients of the Liberty Medal, which was established in commemoration of the bicentennial of the U.S. Constitution, include former Presidents Bill Clinton and George H.W. Bush, Muhammad Ali, filmmaker Steven Spielberg, former United Kingdom Prime Minister Tony Blair and Nelson Mandela.
