A South End carjacker was caught by police on Thursday after they responded to a call reporting a motor vehicle accident.

On Thursday afternoon, officers were en route to the scene of the car accident when a second call reported a foot chase in progress involving a detail officer, bystanders and a possible suspect.

The foot chase began as a carjacking on Waltham Street. The victim, a woman in her twenties, told police she was in her car with her doors closed when she leaned toward the passenger seat to arrange some items. She heard the driver’s side door open, and the suspect grabbed her and forced her into the passenger seat before getting into the driver’s seat.

The suspect couldn’t get the car under control during the busy afternoon traffic, and proceeded to crash into two different cars while attempting to speed away, according to the Boston Police. Recognizing his failure, the suspect climbed out of the vehicle and attempted to escape on foot, which is when the foot chase began.

Joel Rondo Cartagena, 36, of Woburn, was apprehended on San Juan Street following the foot chase, which included an officer and several local residents who saw the incident occur outside their homes.

Cartagena will be charged with kidnapping, carjacking, assault and battery and two counts of receiving stolen property.
