D.A.: Fake doctor ran clinic with no licensed caregivers while collecting unemployment

Police today arrested 63-year-old reputed fake doctor Patrick Usanga, of Folcroft, Pa., for allegedly operating psychiatric and addiction counseling clinic Northeast Behavioral Medicine without a license – and collecting unemployment from the state the entire time.

Prosecutors said not only was Usanga not a real doctor, but none of the employees at his practice on the 6800 block of Castor Avenue was licensed to provide treatment.

Furthermore, Usanga allegedly collected over $55,000 in state unemployment compensation between March 2009 and 2011, though records allegedly show he treated patients, submitted medical forms to insurers and received payment during that time.

In fact, authorities said he submitted multiple extended benefit claim forms to the state unemployment system claiming he was looking for work at Northeast Behavioral Medicine – the same facility he himself operated.

Prosecutors said the investigation began last year after an Independence Blue Cross employee tipped off the District Attorney’s Office Insurance Fraud Unit.

Usanga billed Independence Blue Cross a total of $15,000 and Aetna Insurance over $5,000 for mental health procedures he wasn’t licensed to perform, according to authorities.

Detectives interviewed former Northeast Behavioral Medicine patients and allegedly discovered that while they identified Usanga as their doctor during their treatment, insurance claim forms listed other employees of the medical center as their care providers.

Investigators checked those employees against the Pennsylvania Department of State database and said they found none of the workers held professional licenses.

The Department of Public Welfare revoked the clinic’s license last year after learning they didn’t employ any licensed doctors or counselors.

Usanga is currently being processed by Philadelphia police.

He will be charged with 27 counts each of insurance fraud and attempted theft by deception, 11 counts of theft by deception and 10 counts of tampering with public records.
