Kutztown University now allows students, staff and visitors to carry guns on its campus.

Sort of.

Firearms will continue to be banned in the school’s buildings or at sporting, entertainment or educational events unless special permission has been granted in advance.

The new policy, which took effect April 19, does allow anyone with a government-issued permit to carry a concealed firearm to do so in outdoor areas, such as along walkways or on lawns, but only if there’s not a campus event taking place in the area.

School officials made the policy change, which replaces a blanket prohibition of firearms on campus at the Berks County school, in reaction to the Pennsylvania State System of Higher Education’s order that the 14 state-owned schools make sure their weapons policies would pass constitutional muster.

Kutztown’s policy change comes to light in the midst of the ongoing national debate on gun control. That conversation has included a focus on guns in academic environments following last December’s massacre at Sandy Hook Elementary School in Newtown, Conn. Earlier this week, the Texas House of Representatives overwhelmingly approved a measure that would allow firearms in state college buildings.
