Feds indict Pa. state trooper for allegedly kicking handcuffed man

Federal authorities on Monday unsealed an indictment charging Pennsylvania State Trooper Kelly Cruz, 43, with one count of civil rights deprivation after he allegedly kicked a handcuffed suspect in the head four years ago during a raid in Exton.

Officials allege Cruz was working as a trooper Aug. 9, 2009, when he kicked the man – identified only as Z.B. in court documents – in the back of the head as he was lying face down on the floor in handcuffs.

As a result of the blow Z.B. required surgery to repair his teeth and gums, the indictment states.

The alleged assault occurred as Cruz was carrying out a raid on a suspected methamphetamine lab inside Z.B.’s home, according to a report from The Delaware County Times.

The paper reports the man was never charged with any crime as a result of the bust.

If convicted, Cruz faces up to 10 years in prison.
