The 12th anniversary of the Sept. 11 attacks is being observed in New York City with a solemn memorial service at the National September 11 Memorial plaza, where the tradition of reading the names of those who perished continues this year.

Family members of victims, survivors and city officials, including former Mayor Rudy Giuliani, Mayor Michael Bloomberg and NYPD Commissioner Ray Kelly observed a citywide moment of silence at 8:46 a.m. — the moment American Airlines Flight 11 crashed into the North Tower in 2001. A second pause happened at 9:03 a.m. to mark when United Airlines Flight 175 struck the South Tower.

At 9:37 a.m., when American Airlines Flight 77 hit the Pentagon, another moment of silence took place. There will also be pauses at 9:59 a.m. when the South Tower collapsed, at 10:03 a.m. when United Flight 93 crashed near Shanksville, Penn., and at 10:28 a.m., when the North Tower fell.

The reading of names is set to conclude about 12:30 p.m. The Brooklyn Youth Chorus will sing “You Raise Me Up.” Taps will be played by three trumpeters from the NYPD, FDNY and PAPD.

The construction of two skyscrapers is nearly finished on either side of the memorial plaza. One World Trade Center is now the tallest building in the Western Hemisphere at 1,776 feet.
