Police have charged a man with the murder of a 3-year-old girl who was hit by a stray bullet during an argument that turned violent and left three adults wounded.

Douglas Woods, 22, a neighbor who lived just blocks away on the 1400 block of South Ringgold Street, is charged with the murder of Tynirah Borum, 3, who lived on the 1500 block of South Etting Street, where the deadly shooting took place.

Police say that Woods was biking on Etting Street around 9:30 p.m. when he got into an argument with a 24-year-old male on the block, pulled out a gun and began shooting.

One bullet struck Borum in the side of the chest, who was sitting on her porch getting her hair braided.

She was pronounced dead at 10:21 p.m. at Children’s Hospital of Pennsylvania.

Woods’ alleged target with whom he was arguing was shot in the head and is in critical condition at the Hospital of University of Pennsylvania.

A 28-year-old female was also shot in the left arm and a 21-year-old male was shot in the right leg and were in stable condition.

In addition to murder, Woods faces three charges of attempted murder, aggravated assault, firearms violations and other charges.

Neighbors have created a makeshift memorial on the street where Borum was killed.
