In answer to the question by a letter writer, did the founders want government limited to the rich, the answer is; yes, they did. At that time, voting rights were limited to male property owners. Senators were appointed by state governors and the Senate was to choose the president. The founders felt that only those with a financial interest in the nation should be allowed to take part in its governance, i.e. taxpayers.
