Quebec and Massachusetts to pen agreement

Lawmakers in Massachusetts and Quebec will convene in Boston Wednesday to sign a cooperative agreement between the province and Commonwealth, establishing the framework of the Massachusetts-Quebec Cooperation Conference.

“Franco-Americans, especially those of French Canadian descent, are the third largest ethnic group in Massachusetts (after Irish and Italians), and many live in the area I serve,” Sen. Richard Moore, an Uxbridge Democrat, said in a statement.

Gov. Deval Patrick has visited Quebec with the hopes of bringing more hydroelectric power down to Massachusetts, and the Portland Press Herald reported earlier this month that Montreal entrepreneur Francois Rebello is attempting to establish an overnight train to Boston from Montreal.

The train would make stops in Maine and could begin rolling as soon as next summer, according to the paper. The agreement, which was signed by Speaker Robert DeLeo before he left for his ongoing trip to Israel, lays out the bare parameters of an agreement to work together, recognizing “a mutual interest in topics such as education, health, envìronment, energy, economic development and cultural affairs.”

Senate President Therese Murray and Quebec National Assembly President Jacques Chagnon will sign the agreement, which Moore said is believed to be the first of its kind with the state’s “most significant” trading partner.

“It’s important that we continue to work with our international friends to break down our borders and advance our common goals of economic development, prosperity and, most importantly, job creation,” Murray said in a statement. The signing will take place in the Senate Reading Room at 11:30 a.m. Wednesday.
