A Foxboro man was busted taking lewd photos of an 11-year-old girl at the Southeast Asian Water Festival in Lowell over the weekend, prosecutors say.

On Monday, Thomas Frederick Withers pleaded not guilty to charges of accosting/annoying person of the opposite sex, posing/exhibiting a child in a sex act and disturbing the peace, the Lowell Sun reports.

Prosecutors allege that Withers, who has worked as a custodian at Norton High School for 30 years,  took ”up-the-skirt” photos of an 11-year-old girl at the event.

When the girl’s father noticed Withers snapping the cell phone pics, he stopped him and waited for police to arrive, reported the Sun.

A subsequent search of the phone found 17 up-the-skirt photos and 20 videos, according to police.

Attorney Raymond Weicker said all of the videos and photos were downloaded off the Internet and not taken by Withers. Most of the photos on the camera are of Withers and friends cross-dressing and not of children, said Weicker.

Withers will be released on Wednesday, when he will be required to wear a GPS monitoring bracelet with a curfew. He is likely to lose his job at Norton High School.
