Grand jury indicts Philly cop, ex-cop for alleged illegal strip search

A grand jury has brought charges against former Philadelphia police officer Joseph Harvey, 39, and current Philadelphia police officer Sean Cahill, 34, according to an indictment unsealed Wednesday.

Harvey. a 7-year veteran of the force, is charged with the deprivation of civil rights, while Cahill is charged with making a material false statement.

According to the indictment, Harvey on Oct. 8, 2009, while still employed as a Philadelphia police officer, instructed a victim – identified in court documents only as “M.C.” – to remove all of her clothing.

He then allegedly made her sit naked while he masturbated.

Cahill, a 10-year veteran of the department, is accused of on April 11, 2013 falsely claiming he was with Harvey and that Harvey was never alone with the victim at the time she claims he told her to undress.

Police Commissioner Charles Ramsey on Wednesday announced he suspended Cahill for 30 days with the intent to dismiss.

The case was investigated by the FBI, the Philadelphia Police Department’s Internal Affairs Bureau and the Philadelphia District Attorney’s Office.

If convicted, Harvey faces a maximum term of one year in prison, a $100,000 fine and a $100 special assessment.

Cahill faces a maximum term of 5 years in prison, a $250,000 fine, up to 3 years’ supervised release and a $100 special assessment.
