PREVIEW. Forty years ago, a book called “The Peter Principle” elucidated the theory that “cream rises until it sours.” But the current economic slump has turned that concept on its head.  This summer, due to a dearth of opportunities for artists, some of the city’s best dance-makers appear on the roster of FringeNYC, a two-week blowout usually devoted to the work of newcomers.

Eight dance offerings stud the 201 presentations in this 13th annual New York International Fringe Festival, which includes performances from seven countries and 20 states.  Tops on my list is “Face the Music ... and Dance,” a mixed bill featuring works by choreographers Julian Barnett, Tina Croll, Heidi Latsky, Maura Donahue and Noa Sagie. Another highlight will be “Dances in Funny,” humorous works by veteran dance comedians Claire Porter and Ara Fitzgerald that explore “the recipe.” Both shows transpire at the Robert Moss Theater, 440 Lafayette St.

Libby Skala’s “A Time to Dance” is the story of her Austrian great-aunt’s emergence from threats both political and personal. Skala’s fusion of storytelling and creative dance portrays the life and career of dance therapist Elizabeth Polk; catch it at the Lafayette St. Theatre, 45 Bleecker St.
