The state’s gaming commission on Thursday formally approved of a waiver that allows for a second citywide vote in Revere on a revised casino plan at Suffolk Downs.

Members of the Massachusetts Gaming Commission voted unanimously to waive the requirement during a meeting Thursday morning, according to the commission.

The vote waives the requirement that applicants for one of the state’s three resort casino licenses must submit a certified vote on a Host Community Agreement by the end of this month. Suffolk Downs and its new partner, Mohegan Sun, must still submit plans by the end of the year.

The issue of a second vote has come up after voters in East Boston rejected an agreement on a casino and voters in Revere approved of it during a vote in November. Suffolk Downs stretches into both East Boston and Revere.

After the vote, Suffolk Downs and Mohegan Sun announced a revised plan that would locate the entire casino on 42 acres of the Revere portion of the racetrack.

At issue was whether the November vote in which Revere voters approved of an initial agreement would be sufficient. Gaming commissioners instead voted to give the gaming companies the option of seeking a new vote and suggested that it take place in February.
