Holding a broomstick-type pole in his hand like a javelin and moving toward a state police trooper, Ibragim Todashev was shot three to four times by an agent for the FBI who then shot him multiple times again when he allegedly lunged at officers, according to a prosecutor’s report released Tuesday.

Todashev was being questioned by Massachusetts State Police troopers and the agent about his involvement in a 2011 triple murder in Waltham. He allegedly was about to sign a document implicating himself when he suddenly flung a coffee table in the air, striking the FBI agent in the head. He then ran toward the kitchen and raised a pole above his head, the report says.

“As Mr. Todashev advances on the MSP officer, the Special Agent of the FBI fired three to four shots at him,” the report said. “Mr. Todashev dropped to his knees by the force of the shots, but was not incapacitated. He immediately sprung toward the officers in what the MSP office describes as a low angled lunge. The Special Agent of the FBI fired three to four additional shots which incapacitated Mr. Todashev and resulted in his death.

The report byOrange-Osceola State Attorney Jeff Ashton concludes that the FBI agent who fatally shot Todashev should not face charges for the shooting.

The report comes after a months-long investigation into the shooting death of Todashev, a Chechan immigrant who knew accused Boston Marathon bomber Tamerlan Tsarnaev. Hewas fatally shot in his Orlando apartment last May when he allegedly attacked federal authorities who were questioning him, authorities have said.

An autopsy report included in the release of documents concludes that Todashev was shot a total of seven times.

Questions lingered for months about exactly what led to the shooting and about the interview and whether authorities were there to question Todashev about the bombings or a 2011 triple homicide in Waltham.

The shooting sparkedmultiplecallsfor investigations.
