$3 base cab fare mulled by group

The Taxi and Limousine Commission is considering raising the base cab fare to $3 from $2.50, a change first suggested in late April. The switch would start in 2011. Cab owners also suggested a hike in airport fares, changing the cost of a JFK-to-Manhattan ride to $53 from $45.
