Former President Bill Clinton will make his second visit to the National Constitution Center tomorrow.

Clinton, who as president in 2000 attended the museum's ground breaking, will deliverthe keynote speech at an event hosted by the State Budget Crisis Task Force.
Clinton will participate in a series of panel discussions with the intention of starting a national dialogue on the eroding state of Federalism, which refers to thecooperation between state and federal governments on such issues as infrastructure, education, health care and public safety.
