Philadelphia police on Saturday arrested Kenneth Speller, 19, for allegedly stealing lottery tickets during a burglary Aug. 20 of a Graduate Hospital store.

Investigators said Speller and a second man were caught on surveillance footage shortly before 1:40 a.m.approaching the Washington Lane Discount Store, located at 1905 Washington Lane.

Both men fled on foot with the lottery tickets.

Speller, of the 3900 block of North 17th Street in Nicetown, was arraigned Sunday and charged with burglary, criminal trespassing, theft, receiving stolen property and conspiracy.

He was released Sunday after posting 10 percent of $5,000 bail.
