Parsons allegedly hit the gas, attempting to elude troopers while throwing bags of heroin out of the window of his vehicle.
Police said he eventually drove into the River Vista development, abandoned his vehicle and ran away.
Troopers caught the man after a brief foot chase.
Investigators said a search of Parsons' vehicle turned up thirteen bags of heroin.
During a subsequent search of the man's home, detectives allegedly found an additional bag of heroin and turned over a juvenile living at the residence to the state Division of Family Services.
Parsons was charged with possession with intent to deliver a controlled substance, resisting arrest with force or violence, tampering with physical evidence, disregarding a police officer's signal, endangering the welfare of a child, possession of drug paraphernalia and passing on the right.
He was jailed at the Sussex Correctional Institute in lieu of $35,550 cash bail.
