Police arrest N.Y. man for allegedly killing woman in West Philadelphia hit-and-run

Police said Jerome Brooks, 45, was speeding and under the influence when he allegedly struck and killed 52-year-old Deanna Teal Monday night.

Police have arrested a New York man who was allegedly behind the wheel of an SUV that struck and killed a woman during a hit-and-run in West Philadelphia Monday night.

Jerome Brooks, 45, of Elmira, N.Y., allegedly mowed down 52-year-old Deanna Teal as she crossed the intersection of 49th Street and Chester Avenue around 10:20 p.m.

Police said that Brooks was speeding and did not slow down or stop after hitting Teal. The SUV involved in the crash, which investigators said had heavy front-end damage, was found later that night abandoned in a rear alley on the 4700 block of Larchwood Street.

Brooks was arrested on Tuesday and arraigned at 1:30 a.m. this morning. He is charged with murder, DUI, involuntary manslaughter, homicide by vehicle and accidents involving death or personal injury.
