Both dogs — one male, one female — appear to be Chihuahua mixes, and believed to be between 8 and 12 weeks old.
"They were nearly frozen," Mike Diehm, rescue coordinator for the Lancaster County SPCA, told the website. "The dog on the bottom had ice on it."
It was 13 degrees in Lancaster at 10 a.m. Wednesday, according to The Weather Channel.
The animal control officer for Lancaster police is investigating the abandonment of the puppies.
