Three charged with murder, dismembering body found in Schuylkill (UPDATE)

UPDATE: The Philadelphia District Attorney’s Office handed down charges to the trio—a pimp and two prostitutes—who allegedly robbed, tasered, suffocated and dismembered a man in Center City.

Keith Tolbert, 34, and Angel Weston, 21, have been charged with murder, conspiracy, robbery, promoting prostitution, solicitation of prostitution, unlawful restraint, theft, PIC, abuse of a corpse and false imprisonment for the death of 40-year-old Frank Zarzycki.

Stephanie Foulke, 22, faces the same charges.

All three are being held without bail. A hearing is scheduled for Sept. 25.

Two 20-something prostitutes and their 30-something pimp were charged with suffocating 40-year-old Frank Zarzycki, hacking off his head and limbs, stuffing his torso into a trash bag and tossing it into the Schuylkill River, police said today.

Keith Tolbert, 34, and his two call girls, 21-year-old Angel Weston and 22-year-old Stephanie Foulke, allegedly planned to rob Zarzycki, of the Northeast, but at some point the plan went awry.

Zarzycki’s body was found Tuesday morning by a fisherman, police said. Police recovered the bag from underneath a bridge off the 3700 block of Grays Ferry Avenue.

Police identified the victim by a “very distinct tattoo” located on Zarzycki’s upper back, said Captain James Clark.

Zarzycki had been a customer at the prostitution hub, located inside apartment 26 at the complex at 220 South 11th St. Police said it appears the suspects used a Taser-like device on the victim when he arrived, and then proceeded to accidentally suffocate him to death.

In a panic, police said, Tolbert hacked off the victim’s body parts with a hatchet inside a bathroom. Zarzyckiwas then bagged up and taken to the river.
