Police said that the body of a man found in a plastic bag with its feet submerged in concrete is being investigated as a homicide.

Investigators found the body after a witness called 911 just before 10:30 a.m. Monday to report an unconscious male along the shoreline near the 2000 block of Oriental Boulevard, police said.
The man, whose identity was not yet released by police, had a number of tattoos on his back, including the image of the Virgin Mary and a rose, NBC 4 reported.
A student at nearby Kingsborough College discovered the body, according to the report.
Investigators continue to research the cause of death.
