Gambling regulators publish assessments of Boston-area casino plans

A pair of gaming commissioners have published their assessments of different aspects of two Boston-area casino plans.

Mohegan Sun wants to build a casino at Suffolk Downs racetrack in Revere; Wynn Resorts Ltd., meanwhile, wishes to build a casino in Everett.

Commissioner James McHugh, assessing each proposal’s building site and design wrote in comments published today, “Mohegan Sun presents a creative design that recognizes its place within its surroundings.”

Of the Everett proposal, McHugh wrote, “Wynn presents a development plan with many positives but the hotel tower does not have the innovative energy characteristic of its Las Vegas hotels and of best new construction in the Boston area.”

Commissioner Enrique Zuniga assessed the financial plan for each project, judging Mohegan’s to be sufficient and Wynn’s to be “very good to outstanding.”

In comments published today, Zuniga said the Mohegan financial plan was “sufficient with one insufficient element, namely their view of the potential market opportunity of a Region A (greater Boston) location.”

Wynn’s financial proposal, according to Zuniga, is “very good with outstanding elements, namely the ability to obtain project capital, commitment to spend (materially more) required capital and their view of the potential market opportunity of a (greater Boston) location.”

Assessment of both proposals’ economic development and mitigation will be presented tomorrow.
