I believe that those not-for-profit agencies that are not demanding a used needle in exchange for a new one should have their source of needles or money taken away until they institute such a policy.
Or better yet, why not have a clinic(s) where they drop in and are given their fix by a medical person in a controlled environment? Then they wouldn’t have to deal with pushers.
