BUDGET: Projects planned for Ottawa have been paralyzed by the mayor’s “fiscal framework” policy, some councillors complain.
Councillors are saying that meetings to set budget frameworks have tied the hands of staffs and frozen funds for projects, including plans for the library.
“Projects have ground to a halt,” Coun. Diane Holmes said yesterday, referring to the lengthy timetable of Ottawa’s budget deliberations.
Holmes said staff has told her that the library has stopped dead because funding was uncertain. “I’ve not seen staff so paralyzed as they have been this summer.”
