Design of new public recycling bins questioned

The new bins (below) are garbage. The newest styles are not accessible or operable by many. Items cannot be placed within the bins as the doors will not open unless a foot bar is depressed.

People in scooters and wheelchairs, as well as those reliant on walkers or another mobility device, do not have the use of their legs for this purpose. Those people, along with others, do not have the required strength or manual dexterity to forcefully pull the chutes down by hand.

Who authorized this style/design?

How could this have been approved, even on a test basis, without consideration for the disabled, physically challenged and other people with limited mobility?
