Mayor-elect Rob Ford reportedly is tapping councillors Norm Kelly, Paul Ainslie and Cesar Palacio to round out his team and has appointed a special adviser for the arts.

Sources say Kelly (Ward 40, Scarborough Agincourt), a former history teacher and Liberal MP and currently a member of Mayor David Miller’s executive committee, is Ford’s pick to chair the parks and environment committee.

Ainslie (Ward 43, Scarborough East), a centre-right councillor first elected in 2006, will chair the government management committee.

Palacio (Ward 17, Davenport), a vocal critic of the city’s St. Clair streetcar right-of-way project, is Ford’s pick for municipal licensing and standards.

Adam Vaughan (Ward 20, Trinity-Spadina), who has crossed swords with Ford but is highly regarded by Ford’s brother and confidant, councillor-elect Doug Ford, will be council’s representative on the Art Gallery of Ontario board.

Ford has also asked Jeff Melanson, executive director of the National Ballet School, to be his special adviser on arts and culture.

Ford’s other picks for top committee chairs are:

Denzil Minnan-Wong (a critic in the David Miller years) public works and infrastructure committee; Peter Milczyn, planning and growth management committee; Michael Thompson, economic development committee; Giorgio Mammoliti (onetime chief Ford opponent) chair of the community development and recreation committee.
