Of the 25 municipalities, Toronto is guaranteed the most significant change with a new mayor and at least nine, and perhaps as many as a dozen, new councillors. The mayoral race, which focused on city spending and transportation, has generated headlines across the country, most focusing on colourful councillor Rob Ford and his jump to front-runner status.

He spent the final weekend of an unorthodox campaign playing cat-and-mouse with media eager to see the man who, the most recent reliable polls say, is in a dead heat with George Smitherman.

Mayoral hopeful Joe Pantalone blitzed the city by subway Sunday, popping out of stations to woo voters, and has a full day of campaigning set for today.

Smitherman will hit the subway today before ending the campaign by casting his ballot at 77 Carleton St. at 10:30 a.m.
