Must donations to homeless be new?

<p>On the front page of Metro’s January 4-6 edition, there is a photo of a Salvation Army outreach worker giving a new pair of winter boots to a homeless person, with the price tag apparently still attached.</p>




On the front page of Metro’s January 4-6 edition, there is a photo of a Salvation Army outreach worker giving a new pair of winter boots to a homeless person, with the price tag apparently still attached. I am wondering why a used pair wasn’t obtained from a Salvation Army Thrift Store, where many people donate shoes and boots for this very purpose?





Why wasn’t this homeless person directed to a Thrift Store in any event, to obtain his own winter boots, if he so wished? I shop there myself, and know that anyone without funds will be cared for, at no charge.





On what basis did this homeless person need a new pair of winter boots?
