Shaun Morris may not have made the smartest or safest decision when he rigged his red Astro van to run on hydrogen — but a Crown attorney says it wasn’t illegal.

After spending the night in custody, the 27-year-old was released without charges yesterday afternoon and taken to a nearby hospital for a mental assessment.

His alternative fuel experiment led to a massive evacuation in northeast Scarborough Monday afternoon. Thousands of people across a 1.6-kilometre radius were urged to leave their homes and businesses after officers went door to door.

“Basically, it looked just like a pipe bomb,” said one officer familiar with the case.

The situation intensified when investigators realized the van was parked near a propane tank, sparking the mass evacuation.
