A judge in Florida yesterday became the second U.S. judge to declare President Barack Obama’s health care reform law unconstitutional, in the biggest legal challenge yet to enact the law.

MIAMI – A judge in Florida yesterday became the second U.S. judge to declare President Barack Obama’s health care reform law unconstitutional, in the biggest legal challenge yet to enact the law.

U.S. District Judge Roger Vinson, appointed by President Ronald Reagan in 1983, ruled that the reform law’s “individual mandate” went too far in requiring Americans to start buying health insurance or pay a penalty.
