One man’s trash may be another man’s treasure.

But, in St. John’s, N.L., those picking through recycling bags are starting to annoy the neighbours.

The city is following up on complaints that some people are ripping up bags left at curbside and removing items that can be redeemed for cash.

Coun. Debbie Hanlon says some of the complainants have described the collectors as “worse than the gulls.”

Paul Mackey, director of public works, says they are monitoring the situation and have already spoken to some individuals. He says they intend to pursue the matter, including possible penalties.
