Substance abuse policy for council?

In light of recent reports of councillors abusing alcohol, Mayor Peter Kelly has asked council to adopt the municipality’s substance abuse policy.

The policy currently applies to Halifax Regional Municipality employees, but does not apply to councillors — although they still may seek treatment for substance abuse issues through the programs outlined therein.

But Kelly said he wants to change that.

“To me, it should be a matter of course that we do adopt (that policy),” he said.

Coun. Linda Mosher has also asked council to consider adopting the Union of Nova Scotian Municipalities code of conduct, which details situations such as conflict of interest and procedural matters.

A media firestorm was set off Wednesday when a memo from Kelly’s desk concerning councillors abusing alcohol was leaked to the press.
