What the study that found the lowest rates of substance abuse in Toronto failed to take into account (at least as it appeared in the paper), is history.

Toronto has been a sober city for a long time, well predating the influx of immigrants. When I moved to Toronto in 1968 from the U.S., it was nicknamed “Toronto the Good” for its upright citizenry and, indeed, its sobriety.
