Patrol officers were the first to arrive after the fire that broke out around 3 a.m.
Kennedy said neighbours told police four people were believed to be inside. After approaching the front steps of the home, officers said they heard the voices of children and forced their way inside.
Police found one child in a hallway, the other was found by Sydney firefighters.
The children, age 10 and six, were taken to the Cape Breton Regional Hospital before being airlifted to Halifax.
