NYPD?looks into hastening DWI tests

NEW YORK. An off-duty detective who hit and killed a Bronx woman while driving Friday reportedly had more than double the legal amount of booze in his system.

The 0.21 test was taken over five hours after Kevin Spellman hit Drana Nikac, 67. It was the second delay in testing an off-duty officer charged with DWI and vehicular manslaughter in recent weeks. It took hours to obtain a court order after Spellman twice refused a breathalyzer.

NYPD Commissioner Ray Kelly yesterday said a commission will be created to quicken DWI tests.
