Snow is falling on the Philadelphia region and a snow emergency has been declared, although accumulations are not expected to exceed 5 inches.
A winter storm warning is in place until 1 p.m., according to the National Weather Service.
FORECAST
Snow is falling and it is 30 degrees, but feels more like 18, with winds at 19 mph.
Snow showers should end by 11 a.m., giving way to windy, chilly conditions.
Meteorologists expect 3 to 5 inches of accumulation, nothing like the kind of snow that is falling on New York City and Boston, which are expecting 1 foot and up to 20 inches of the white stuff respectively before it’s all over. In Philly, winds will be highest from noon to 4 p.m., gusting at up to 26 mph.
Tonight, expect clear but cold conditions in the low 20s.
Friday morning commute will be met with sunny skies, but it will be cold. Temperatures will be in the mid-20s.
TRANSIT

Because of the snow emergency, parking will not be permitted on snow emergency routes; The Philadelphia Parking Authority will not enforce meter and time limits on residential blocks, but will ticket snow emergency and safety violations. The PPA is also offering a $5 flat rate parking at its Center City garages.

TRASH PICKUP
Trash and recycling pickup is suspended due to snow. Residents with Thursday collection are asked to hold until Feb. 16; Crews areexpected to resume service Friday, but with delays.

GOVERNMENT
Pennsylvania: Courts are closed, and inmate visits are canceled in Philadelphia. City government offices will remain open. Courts and government offices are closed in: Delaware, Chester, Montgomery and Bucks counties. New Jersey: State government offices are closed for non-essential employees, as are courts. Camden County offices and courts are also closed.
SCHOOLS
All public, Archdiocesan high schools and Parochial elementary schools in Philadelphia are closed Thursday. The School District of Philadelphia also closed administrative offices.
