Police announced the arrest ofRashan Roberts in the hit-and-run last week that left a Temple student badly injured and still recovering at a hospital.
Rashan Roberts, 18, who turned himself in, was arrested for the crash and charged with leaving the scene of an accident with a serious injury.
The 18-year-old driver turned himself in a day after the crash and told police he was not intoxicated but fled because he "panicked," reports said.

The victim, 22-year-old Rachel Hall, a Division Ilacrosse player at Temple University, sustained serious leg and head injuries when she was thrown from her bike after being hit at Park Avenue and Diamond Street around 7:30 p.m. last Wednesday.
Hall, of Mullica Hill, New Jersey, is due to graduate this week cum laude from Temple University. Her mother posted on the Facebook group " Rachel Hall Temple Strong " that she will attend the Latin Honors and Athletics ceremony in her daughter's place.
"I will be attending these ceremonies on Thursday because Rachel will be with me in spirit. I need to do this for my daughter. It’s as though Rachel is telling me to go. I know I would regret it next week if I did not do this for her," Kathy Hall wrote."I need these items to surround her in her hospital room. Items of accomplishment and positivity. I need to know that when Rachel awakes she knows she has graduated college and her career and future is ahead of her."
